The campaign said the rally area was more than 200 feet from the ballot drop box, which would place it outside the 100-foot legal buffer.
Supporters of Bass argue the viral clip was edited in a way that made the campaign activity appear closer to the ballot box than it actually was.
Pratt and his campaign maintain that the video raises enough concern to justify an official review.
The complaint has been submitted to the California Secretary of State’s Office.
State officials said election-related complaints are reviewed through the normal enforcement process, but they did not comment on the details of the specific case.
