House Republican Calls for Russia to Be Removed From UN Security Council

Rep. Don Bacon is renewing his call for Russia to be removed from the United Nations Security Council, arguing that Moscow should be treated as a pariah state over its war against Ukraine.

The Nebraska Republican said the United Nations General Assembly should vote on removing Russia from the powerful international body.

“Russia is a pariah state and should be treated that way,” Bacon wrote in a post on X.

Russia is one of the five permanent members of the U.N. Security Council, along with the United States, the United Kingdom, France and China.

Permanent members hold veto power, making Russia’s position especially controversial as the war in Ukraine continues.

Bacon has repeatedly criticized Russia’s seat on the council since Moscow launched its full-scale invasion of Ukraine.

He has argued that the U.N. is undermined by allowing Russia to remain in a top security role while it continues military operations against a neighboring country.

In past comments, Bacon called it an embarrassment that Russia sits on the Security Council while being accused of committing atrocities in Ukraine.

The congressman has also pushed for stronger U.S. military support for Kyiv.

He recently said Russia is struggling on the battlefield and in the Black Sea, while continuing to strike Ukrainian cities and civilians.

Bacon said that is why Congress should pass additional sanctions against Russia and approve more military assistance for Ukraine.

His position places him among the more vocal Republican supporters of continued U.S. backing for Ukraine.

The issue remains divisive inside the Republican Party, where some lawmakers support more aid while others argue the United States should limit its role in the conflict.

Bacon, who has served in Congress since 2017, has already announced that he will not run for re-election in 2026.

His latest comments are unlikely to immediately change Russia’s status at the U.N., since removing or replacing a permanent Security Council member would face major legal and diplomatic hurdles.

Still, the statement reflects growing frustration among Ukraine supporters who argue that Russia should not be allowed to shape global security decisions while waging war in Europe.

Why It Matters

Russia’s permanent seat gives it veto power over major U.N. Security Council actions, including measures tied to war, sanctions and international security. Bacon’s call highlights the frustration among Ukraine supporters who say Moscow should not hold that power while invading a neighboring country.

What Comes Next

Bacon is expected to keep pushing for tougher Russia sanctions and more U.S. military aid to Ukraine. Any serious effort to remove Russia from the Security Council would face major diplomatic obstacles and likely resistance from Moscow and its allies.

Bacon said the U.N. General Assembly should vote on removing Russia from the Security Council, calling Moscow a pariah state.
